RMKS/1. PURPOSE. TO INCREASE READINESS BY REDUCING UNNECESSARY
MAINTENANCE REQUIREMENTS THROUGH COMMON SENSE PROCEDURES.
2. BACKGROUND. MARINE CORPS GROUND MAINTENANCE PERSONNEL ARE OFTEN
SUBJECT TO RESTRICTIONS IMPOSED BY SOURCE, MAINTENANCE, AND
RECOVERABILITY (SMR) CODES ASSIGNED BY A WEAPON SYSTEM PRIMARY
INVENTORY CONTROL ACTIVITY (PICA). IN MOST CASES, THE PICA IS FROM
ANOTHER SERVICE AND OFTEN TIMES THAT SERVICE'S MAINTENANCE CAPABILITIES AND PHILOSOPHIES DIFFER FROM THE MARINE CORPS.
OCCASIONALLY MARINES ARE RESTRICTED FROM PERFORMING SIMPLE
MAINTENANCE TASKS THEY ARE TRAINED AND EQUIPPED TO PERFORM BECAUSE OF
PICA IMPOSED SMR CODES. THESE RESTRICTIONS RESULT IN INEFFICIENT
COMBAT SERVICE SUPPORT AND WEAPON SYSTEMS BEING NON-MISSION CAPABLE
FOR LONGER THAN NECESSARY PERIODS. IN A NUMBER OF CASES, THE TIME
REQUIRED TO EVACUATE A WEAPON SYSTEM TO THE NEXT HIGHER ECHELON OF
MAINTENANCE (EOM) EXCEEDS THE TIME REQUIRED TO COMPLETE THE REPAIR.
AN EXAMPLE IS THE 9MM PISTOL OPERATING ROD - THE ROD REMOVED AND
CLEANED BY THE OPERATOR AFTER FIRING - IS 3D ECHELON TO REPLACE.
ANOTHER EXAMPLE IS A KNOB ON THE MEP SERIES GENERATOR THAT IS 3D
ECHELON TO REMOVE AND REPLACE, WHEN THE MAINTENANCE ACTION IS SIMPLY
LOOSENING AND TIGHTENING A SET SCREW. REMOVING AND REPLACING THESE
PARTS ARE SIMPLE MAINTENANCE TASKS WHICH MOST MAINTENANCE MARINES CAN
EASILY PERFORM.
3. POLICY. UNITS ARE AUTHORIZED TO PERFORM SELECTED HIGHER EOM
TASKS THAT THEY HAVE THE TRAINED PERSONNEL, TOOLS, TEST EQUIPMENT,
PUBLICATIONS, AND FACILITIES TO PERFORM. BECAUSE OF THE NEED FOR
OVERSIGHT, HIGHER EOM TASKS MUST BE APPROVED BY BATTALION/SQUADRON
COMMANDERS. CONSIDERATIONS FOR GRANTING AUTHORITY TO PERFORM HIGHER
EOM TASKS ARE AS FOLLOWS:
A. PERFORMING THE TASK MUST SAVE THE UNIT TIME. IN OTHER WORDS,
IT SHOULD TAKE LESS TIME FOR THE UNIT TO PERFORM THE REPAIR THAN TO
EVACUATE THE WEAPON SYSTEM FOR REPAIR.
B. NO SPECIAL TOOLS OR TEST EQUIPMENT ARE REQUIRED. OWNING
UNITS CAN ONLY REQUEST TO PERFORM THOSE TASKS THAT THEY HAVE TOOLS
AND TEST EQUIPMENT TO PERFORM. NO ADDITIONAL TOOLS OR TEST
EQUIPMENT WILL BE PROCURED TO PERFORM NEXT HIGHER EOM TASKS.
C.TRAINED MAINTENANCE PERSONNEL MUST BE RESIDENT IN THE UNIT'S
MAINTENANCE SHOP (RECEIVED FORMAL SCHOOL TRAINING ON THE EQUIPMENT
AND POSSESS THE MOS). THE INTENT OF THIS POLICY IS NOT TO ALLOW
UNITS TO CONDUCT ON THE JOB TRAINING FOR MAINTENANCE PERSONNEL. IF
TRAINED PERSONNEL ARE NOT RESIDENT IN THE UNIT, THE EQUIPMENT WILL BE
EVACUATED TO THE NEXT HIGHER EOM.
D. CONDUCTING THE HIGHER EOM TASKS WILL NOT INTERFERE WITH THE
ACCOMPLISHMENT OF THE UNIT'S T/O AUTHORIZED MAINTENANCE MISSION.
E. ONCE A HIGHER EOM TASK HAS BEEN APPROVED, THE UNIT MAY
CONTINUE PERFORMING THE TASK UNTIL THE COMMANDER REVOKES THE
APPROVAL OR A CHANGE OF COMMAND OCCURS. WITHIN 90 DAYS, THE NEW
COMMANDER MUST REVIEW THE UNIT'S CONSOLIDATED LIST OF HIGHER EOM
TASKS FOR APPROVAL OR DISAPPROVAL.
4. IT IS NOT THE INTENT OF THIS POLICY TO FLOOD MARINE CORPS
MATERIEL COMMAND (MARCORMATCOM) WITH RECOMMENDED CHANGES TO
PUBLICATIONS (NAVMC 10772) AS HIGHER EOM TASKS ARE APPROVED.
HOWEVER, ACTION MUST BE TAKEN TO ENSURE A LONG-TERM SOLUTION IS
IMPLEMENTED. IT IS THEREFORE REQUESTED THAT MSC MMO'S PROVIDE
RECOMMENDED SMR CODE CHANGES TO THE MARCORMATCOM FOR CONSIDERATION ON
AN ANNUAL BASIS FROM THE DATE OF THIS MESSAGE.
5. ACTION.
A. COMMANDERS. PROVIDE OVERSIGHT BY APPROVING/DISAPPROVING
REQUESTS FOR HIGHER EOM TASKS. ALL REQUESTS MEETING THE INTENT OF
PARAGRAPH 3 SHOULD BE GIVEN FAVORABLE CONSIDERATION.
B. MAINTENANCE MANAGEMENT OFFICERS. SCREEN REQUESTS AND PROVIDE
COMMANDERS WITH RECOMMENDATIONS FOR APPROVAL/DISAPPROVAL. ALL
REQUESTS MEETING THE INTENT OF PARAGRAPH 3 SHOULD BE GIVEN FAVORABLE
CONSIDERATION. MONITOR APPROVED TASKS TO ENSURE THAT PERFORMING
HIGHER EOM TASKS ENHANCES READINESS AND DOES NOT INTERFERE WITH THE
ASSIGNED MAINTENANCE MISSION IN THE T/O LOGISTICS STATEMENT.
MAINTAIN A CONSOLIDATED LIST OF APPROVED/DISAPPROVED HIGHER EOM
TASKS. SHARE APPROVED TASKS WITH OTHER UNITS WITH SIMILAR
EQUIPMENT/MISSIONS FOR CONSIDERATION AND IMPLEMENTATION. FORWARD
A CONSOLIDATED LIST OF APPROVED/DISAPPROVED TASKS TO THE MSC MMO
AND/OR COMMODITY REPRESENTATIVES UPON REQUEST.
C. MAINTENANCE OFFICERS/COMMODITY MANAGERS. REQUEST, IN
WRITING, AUTHORITY FROM THE UNIT COMMANDER, VIA THE UNIT MMO, TO

E. FSMAO. ENSURE THE INTENT OF THIS POLICY IS BEING EXECUTED
WHEN CONDUCTING ANALYSES. PROVIDE FEEDBACK TO COMMANDERS ON ISSUES
AS APPLICABLE. PROVIDE CMC (LPP) WITH RECOMMENDATIONS TO IMPROVE,
LEAVE AS IS, OR CANCEL THIS POLICY ONE YEAR FROM IMPLEMENTATION.
F. FORMAL SCHOOLS CONDUCTING MIMMS TRAINING PER REF A,
ENSURE STUDENTS ARE FAMILIARIZED WITH THIS POLICY.
G. COMMARCORMATCOM. REVIEW RECOMMENDED SMR CODE CHANGES
FORWARDED BY MSC'S FOR APPROVAL/DISAPPROVAL. NOTIFY MARFORS OF SMR
CODE CHANGES VIA MESSAGE. IN ADDITION, IT IS STRONGLY RECOMMENDED
THAT CURRENT TECHNICAL MANUALS BE REVIEWED TO ENSURE THE INTENT OF
THIS POLICY IS FOLLOWED AND WHEN POSSIBLE MAKE CORRECTIONS.
6. THIS POLICY DOES NOT IMPACT OR CHANGE THE POLICY ON REQUESTING
TEMPORARY (SIX MONTHS OR LESS) INCREASES OF EOM PER REF A.
CONSIDERATIONS FOR GRANTING A TEMPORARY INCREASE OF EOM ARE
SIGNIFICANTLY DIFFERENT THAN THOSE FOR AUTHORIZING HIGHER EOM TASKS
AND REQUIRES MSC APPROVAL.
7. THIS SHIFT IN POLICY WILL ALLOW MARINES WITH THE SKILL AND TOOLS
TO EFFECT REPAIRS AT ALL EOM THAT THEY ARE CAPABLE OF PERFORMING.
THIS SHOULD RESULT IN IMPROVED REPAIR CYCLE TIME, OPERATOR SUPPORT,
